UFCW Canada supports the introduction of new Anti-Scab legislation

Ottawa – November 9, 2023 – UFCW Canada welcomes the introduction of Bill C-58, An Act to ban the use of replacement workers, and will continue to monitor its progress closely throughout the Parliamentary process to ensure fairness throughout the collective bargaining process.

Under legislation proposed by the Government, employers will be banned from using replacement workers in labour disputes such as strikes and lockouts. UFCW Canada is urging all parties to work together to strengthen and pass Bill C-58.

“The use of replacement workers, commonly referred to as scabs, is an unfortunately common practice in Canada,” says UFCW Canada National President Paul Meinema. “Scabs are often brought on by employers to replace workers in the event of a labour dispute, and ultimately undermine the effectiveness of labour action and our Charter rights.”

“This new legislation, when passed, will ensure that parties stay at the negotiating table,” adds President Meinema. “UFCW Canada is keen to work with the Government, the NDP, and stakeholders to strengthen, and quickly bring into force the legislation to ensure the rights of workers are respected.”

For years, UFCW Canada, along with the Canadian Labour Congress (CLC), labour allies, and the New Democratic Party (NDP) have been at the forefront in calling for robust Anti-Scab legislation to help protect workers’ rights and ensure fair labour practices.
